How often does this have to happen? How many more need to die? Culture is the art and science of preparing children for life. Culture improves their chances of survival. There exists no cultural or civic institution that can pass even a most rudimentary message from one generation to another. The message in this case is about ballistics; but this society is an abject failure in any and all attempts at culture.

As much as some of us toil to erect and maintain cultural institutions, others are just as busy and working just as hard to tear them down.
